Who We Are

Arnold Cogan, FAICP, Principal

Arnold Cogan is well respected for his more than 40 years of professional experience in the fields of policy planning, public involvement, intergovernmental relations, and public policy dispute resolution.  He was Oregon's first planning coordinator under Governor Tom McCall, first director of the state Department of Land Conservation and Development, and first planning director for the Port of Portland.  He is on the rosters of the Oregon Department of Justice and the U.S. Institute for Environmental Conflict Resolution to mediate environmental, transportation and public policy disputes.

  • Intergovernmental relations - SR-35 Bridge Crossing Study, Southwest Washington Regional Transportation Council, Washington and Oregon Departments of Transportation; Newberg-Dundee Transportation Improvement Project, Oregon Department of Transportation; Urban Services Agreement for Beaverton, Hillsboro, special districts and Washington County, Oregon.

  • Public involvement - Congestion Pricing/Traffic Relief Options Study, Metro, Portland, Oregon; Capitol Mall Remodeling, Oregon Department of General Services; Metro Area Transit Study, Seattle, Washington.

  • Facilitation - Waterfront Advisory Committee, Port of Camas-Washougal; Program Integration Task Force, Oregon Governor's Community Solutions Team; Animal Control Blue Ribbon Committee, Multnomah County, Oregon.

  • Dispute resolution - Westside Light Rail: TriMet, Oregon Department of Transportation, Metro, Multnomah and Washington Counties, Cities of Portland, Beaverton and Hillsboro, Oregon.
