Who We Are

Jim Owens, Principal

Jim Owens is an environmental policy and community relations specialist. For more than 27 years, he has specialized in project management, land use and environmental planning, strategic planning, public policy development, citizen involvement and intergovernmental coordination for a wide variety of government agencies, nonprofit organizations, and private clients.

Selected Professional Experience

  • Long-range planning - National Park Service, Virgin Islands National Park; Cape Disappointment State Park, Washington State Parks & Recreation Commission.

  • National Environmental Policy Act (NEPA) project management, specializing in ski area developments - Mt. Hood, White River, Winema, Umpqua, Wallowa and Rogue River National Forests, U.S. Forest Service; Mt. Hood Kiwanis Camp; Umpqua Land Exchange Project; Cascade Locks Resort and Casino.

  • Natural resource planning - Oregon subbasin planning project management, Northwest Power & Conservation Council; Endangered Species Act Anadromous Fish Listing Response, Regional Wellfield Protection Program, City of Portland, Oregon; Conservation, protection and restoration (CPR) of more than 900 miles of streamside riparian resources in the Portland, Oregon metropolitan area.

  • Project management, including agency and public involvement, for long-range transportation system needs of key state highway corridors - Oregon Department of Transportation.

  • Public involvement processes - numerous cities, counties, state and federal agencies, and nonprofits.

  • Strategic planning - Oregon Community Foundation; Neighborhood Partnership Fund; Metro, Portland, Oregon; Oregon Governor's Office; Medford, Oregon; Gresham, Oregon.

  • Public policy development - Analysis of merger of city and county land use planning functions, Portland metropolitan area governments.

  • Long-term asset management plan for state land holdings - Oregon Division of State Lands.
