Environmental Project Management

An environmental study such as an EIS requires the ability to manage many disparate factors in a professional, unbiased manner.

Our management of comprehensive environmental studies is respected by all parties.  We are consulted regularly by federal, state and local agencies on National Environmental Policy Act (NEPA) procedures and other federal and state environmental permitting processes.  Jim Owens has managed several NEPA processes in the Virgin Islands National Park.  For the first time in the park's history, there is a comprehensive blueprint about how the government should manage commercial operations and recreational vessels.  COC has led the NEPA process for a number of ski areas on U.S. Forest Service lands, including Pelican Butte near Klamath Falls, Oregon; Mount Hood Meadows, Oregon; and Snowmass, Colorado.  We facilitate public and agency input and manage the work of specialists in biological sciences, land use, socioeconomics, transportation, archaeology and other resources.
