Virgin Islands National Park Long-Range Planning

Under the National Park Service's Volunteer-in-Parks program, COC Partner Jim Owens prepared two management plans for the Virgin Islands National Park.  These are the first management plans prepared by the Park under the provisions of the National Environmental Policy Act.  Both internal and external advisory committees were established and an extensive process of public outreach implemented, including open houses, workshops, briefings, newsletters, questionnaires, and interviews.

The Vessel Management Plan provides long-term management direction for the use of Park waters by all types of commercial and recreational vessels.  Key issues addressed in the plan include capacity and use limitations; beach access, anchoring and mooring regulations; boating facilities and services; and rules for noise, speed and lights. 

The Commercial Services Plan provides long-term management direction on the types and levels of commercial services that are necessary and appropriate in the Park.  Key issues include agreement on authorized uses; permit limitations; concession operations and management; group venue restrictions; identifying new commercial service opportunities; and regulating visitor transportation services.
