Nestucca Mediation

Referred by the Ninth Circuit Court to resolve differences between the Tillamook Area Office of the Bureau of Land Management (BLM) and the citizen-led Coast Range Association (CRA).  Key issues included BLM proposed improvements to the Nestucca River Road, the validity of the BLM Environmental Assessment, alleged harm to endangered species in the Nestucca River, and relationships between the BLM and CRA.  At the conclusion of the mediation, the court case was withdrawn and the parties signed an agreement laying out how work on the road would proceed and guidelines for developing a successful collaborative working relationship.

Arnold Cogan facilitates a discussion among urban service providers in Washington County.  Agreement was ultimately reached and memorialized in an intergovernmental agreement as required by Oregon Senate Bill 122.
