Jim Owens is a Founding Principal at Cogan Owens Greene. Jim is a public policy and community engagement specialist. He works nationally and internationally on multi-stakeholder land use and natural resource planning projects. Jim is recognized for his capacity to bridge technical know-how with listening to specific needs, facilitating processes and bringing strategic insight to a range of complex contexts.
Jim’s unexpected start in land use planning more than three decades ago came when he awoke one morning to find people digging a sewer line in front of his house. His involvement as a concerned citizen led him to serve as planner for Polk County. “I got started by raising my hand.” Jim has gone on to work on a vast range of projects from environmental permitting for downhill ski areas, to deep involvement with the City of Portland’s planning processes to facilitating public policy development for salmon conservation, Columbia River dredging, and public transportation-human services coordination. Jim was involved in the groundbreaking establishment of Oregon’s marine reserves, and served as the first in-house planner for the Virgin Islands National Park, developing a carrying capacity plan and managing commercial services for the park.
Jim joined COG in 1988 and remains excited by the opportunity to simultaneously apply his experience in land use planning, public involvement, and policy development to the big challenges facing communities today. In his personal time, Jim serves on the Portland Parks Board and is helping community groups in Southern Baja California develop ecologically sensitive development scenarios to address the threat of unsustainable mega-development. Jim also is an avid scuba diver, boogey boarder and downhill skier.
