As the Managing Partner of Cogan Owens Cogan, and continuing during my association with Cogan Owens Greene, it has been my pleasure to work with a top notch group of professionals to serve clients in our local area, state and region.
Now a Fellow of the American Institute of Certified Planners, I was honored to be elected to the first class of the American Institute of Certified Planners. I also was chosen Planner of the Year by the Oregon chapter of the American Planning Association.
It has given me much satisfaction to devote my career to working on a wide variety of projects that advance important community goals and aspirations. Of special note are two for Metro that have lasting influence on vital issues for the region: Great Communities and Regional Infrastructure Planning.
Intergovernmental relations and dispute resolution have been longtime interests and specialties, resulting in a landmark urban services agreement among Beaverton, Hillsboro, Washington County and the special districts; and important studies for the Oregon and Washington Departments of Transportation.
As a facilitator and mediator, among my professional achievements I helped resolve longstanding disputes between the federal Bureau of Land Management and the Coast Range Association; reach agreement on the routing and alignment of Westside Light Rail among Tri-Met, Oregon Department of Transportation, Metro, Multnomah and Washington counties, and the cities of Portland, Beaverton and Hillsboro; and managed a variety of projects as a member of the Program Integration Task Force of the Governor’s Community Solutions Team.
In addition, I have been retained by attorneys to provide expert testimony in resolving public/private disputes.
I will continue my professional work as a partner with Elaine Cogan in Cogan & Associates.
