COG led a team of consultants to assist the City of Lake Oswego to update their Comprehensive Plan. Our primary charge was to develop alternative land use and transportation scenarios for the City’s future, design and facilitate a public process to identify a preferred scenario, and prepare comprehensive plan policies to implement the preferred scenario. The plan update was based on the Lake Oswego 2035 Vision and Map.
COG worked with City staff to host a series of public meetings to organize community goals and priorities into seven Action Areas: 1) Healthy Ecosystems, 2) Community Health & Public Safety, 3) A Connected Community, 4) Inspiring Spaces & Places, 5) Economic Vitality, 6) Complete Neighborhoods & Housing, and 7) Community Culture. The complex project involved land use, housing, economic development, natural and cultural resources planning, transportation, robust community engagement and neighborhood-level design. Activities included public meeting and advisory committee facilitation, economic and housing analyses, and strategic advice on sustainability and public involvement. The updated comprehensive plan was adopted by City Council in March 2014.
