The Portland region expands rapidly and we do not have the infrastructure to support that growth. COG led a team of consultants to assist Metro with a comprehensive analysis of emerging infrastructure supply and demand issues as the region prepares to add more than one million new residents over the next 30-50 years.
The plan identifies infrastructure investments that support the Metro 2040 vision; builds a coalition of service providers willing to discuss and pursue solutions to regional infrastructure needs; documents potential financing and strategies to address infrastructure needs; and outlines an implementation plan. Our chief challenge was to orchestrate a wide range of technical analysis and stakeholder inputs into a coherent regional forecast. Actions are built on current practices yet advances innovative financing approaches. The project was carried forward by both Metro and later the State of Oregon.
We are well prepared to assist other communities and regions address their infrastructure needs.
